So arbeitet Cowboy Bob, der schlanke Mann mit Bart, Brille, Handschuhen und klassischem Stetson-Hut im Texas der frühen 90er Jahre – seriellkriminell sensationell erfolgreich. Das FBI steht auf dem Schlauch und befürchtet, es mit einem Mastermind zu tun zu haben. Warum bekommen die Ermittler Cowboy Bob eineinhalb Jahre lang nicht zu fassen?
